PURPOSE: A soil water refining agent is an economical water promoter for purifying contaminant oil and industrial wastewater using an ion reaction of the sediment produced by using an ion substitution reaction of loess and kaolin. CONSTITUTION: A soil water refining agent for improving water quality of contaminant oil and industrial wastewater uses absorption by an ion reaction of loess and kaolin, precipitation by an ion substitution reaction, and precipitation by an ion reaction of sodium and loess. A method for promoting the water quality comprises an ion reaction of calcium carbonate, silicon carbonate and sodium carbonate, dissolution using a hydroxyl group of kaolin, homo-substitution of silicon and calcium of loess, removal of sodium cations and colloid anions, and precipitation using a reaction of silicon of loess and aluminum cation of kaolin.
