PURPOSE: An inner and outer material finishing method is provided to easily construct, to finish with various methods since the cement mortar layer of inorganic material is formed, having an excellent fire-resistance. CONSTITUTION: The constitution material of a polymer cement adhering mortar is added with; aggregate of 35 to 55 wt % in 0.1 to 2mm; Portland or white cement of 35 to 55 wt %; cellulose fiber or sepiolite inorganic fiber as an inner combining material of 2 to 10 wt %; acrylic, ethylene-polyvinyl chloride-laurate, and acetate-vinyl laurate resins as a powder polymer resin of 3 to 10 wt %; metal salt power such as calcium stearic acid, zinc stearic acid and so on of 0.2 to 1.5 wt % for improving the function of water-proof.
