PROBLEM TO BE SOLVED: To prevent the high idle by interrupting an assist air passage by a duty control valve when the idle is judged by a means for judging the idling state. SOLUTION: Idle or off-idle is judged by an idling operation state detecting means according to the level by the detection value of throttle valve opening. When the idle is judged and allowed to stand to some degree, a duty control value is set to 0% to interrupt an assist air passage. In case of the off-idle, the assist air passage is fully opened. When the transfer from idle to off-idle is judged, the duty control valve is increased to full open (100%) at a prescribed rate. On the other hand, when the transfer from off-idle to idle is judged, the duty control valve is decreased to full close (0%) at a prescribed rate. Even when the rates of the increase and decrease have the same change quantity, the effect can be provided.
