PROBLEM TO BE SOLVED: To suppress delay at a minimum in feeding coal in response to the variation of the amount of coal retained in a mill, by computing the amount of the coal retained in the mill on the basis of the amount of the coal supplied to the mill, and controlling the sorting vane opening of a coarse powder separator so that the retained coal amount is equal to a retaining coal amount instruction. SOLUTION: A mill simulator 30 computes a retained coal amount 12 in a mill 4 based on either one of a supplied coal amount 10 to the mill 4, a flow rate 20 of primary air, a temperature 22 of the primary air at the mill entrance, a temperature 24 of the primary air at the mill exit, an opening 39 of a sorting vane 37 and a differential pressure 26 of the mill. Further, a subtractor 17 obtains a difference between the computed retained coal amount 12 in the mill 4 and a retaining coal amount instruction 13 based on a loading instruction so as to output a retained coal amount deviation 16 to a proportional integration controller 19. The proportional integration controller 19 than performs proportional integration processing of the retained coal amount deviation 16 which has been outputted from the subtractor 17, and outputs a sorting vane opening control instruction 18 to a coarse powder separator 38 so that the retained coal amount deviation 16 becomes zero.
