PROBLEM TO BE SOLVED: To easily classify links inside an area and to predict the traffic information of the link of a prediction object by the classified result. SOLUTION: A changeover part 1 inputs the traffic information 6 of the link and time information 7 and outputs the traffic information 6 of the link to an accumulation part 2 when the time information 7 is between the time t1 and t2 and to the accumulation part 3 when it is between the time t2 and t1. The accumulation parts 2 and 3 accumulate the traffic information of the link sent from the changeover part 1 for the respective links. A comparison part 4 reads the contents of the accumulation parts 2 and 3 for the respective links, compares the values and outputs the classification number 9 of '1' for instance when the contents of the accumulation part 2 are larger and of '2' for instance when the contents of the accumulation part 3 are larger together with a link number 8 for the respective links. A prediction part 5 stores the classification number 9 outputted from the comparison part 4, obtains the traffic information of the area for respective classifications from the traffic information of the links included in the area, predicts the traffic information by using the obtained traffic information of the area for the respective classifications and outputs predicted information 10.
