PROBLEM TO BE SOLVED: To reduce treatment cycle time by lapping the force feeding, dispensing and weighing of powder in a powder supply facility. SOLUTION: A powder charging device is provided with a loading tank 6 for loading powder by force feed, a dispensing device 7 and dispensing piping 8 for dispersing a specific amount from the loading tank 6 to a weighing tank 11, the weighing tank 11 for weighing the dispensed powder, and charging piping 13 for guiding the powder from the weighing tank 11 to the charging position of powder. In the powder-charging device, a dissipation pipe 4 or a uniform pressure pipe are provided at the weighing tank 11 or the cutting pipe 8, thus dispensing and weighing powder during transportation.
