PROBLEM TO BE SOLVED: To adjust a passage area for an air passage without using mechanical means. SOLUTION: An air passage 5 is opened to the water surface L of a water tank 1 so as to be provided in the vertical direction, and an air passing gap 9 is formed between the lower end 5a of the air passage and the water surface L. A water level is adjusted by means of the valve 2a of a feed pipe 2 communicating with the water tank 1 and a flexible over-flow pipe 3 so as to adjust the air passing gap 9, so that an air flow rate is thereby adjusted.
