PROBLEM TO BE SOLVED: To recognize a vocal sound uttered by a human being by measuring the action of a human tuning organ with no contact to the tuning organ. SOLUTION: An object 20 to be measured is irradiated with the weak light of a truly circular aperture shape at a certain level not to affect a human body from a light source part 10 through a lens system 10a. The shape of a spot on the irradiated face is photographed by a CCD camera 11, processed by a video board 12 and supplied to a data processing part 17 later. The data processing part 17 calculates the parameter of an ellipse by performing the pre-processing of the picked-up digital image (ellipse) and calculating a temporary center, long/short diameter and inclination. The final parameter is led out by evaluating whether the value is sufficiently converged or not. The time change of such a parameter is compared with a standard pattern as feature data and the vocal sound is recognized.
