PROBLEM TO BE SOLVED: To control temp. and humidity with precision without influence on a gas density in a testing tank by changing the flow rate ratio of an A-route and a B-route in accordance with a humidity condition and changing-over the three-way electromagnetic valve of the B-route by means of humidity detecting equipment. SOLUTION: Unless humidity is the desired one which is set in humidity detecting equipment 19, the exit route 2 of the three-way electromagnetic valve 8 is opened and a humidifying heater 12 is simultaneously energized. When it becomes the desired one, the exit route 1 of the three-way electromagnetic valve 8 is opened, the exit route 2 is closed and bubbling is stopped. Air from the exit route 1 is supplied to a mixer 7, mixed with the air of the A-route and transmitted to the testing tank from an exit 14. The flow rate of air flowing in the B-route is adjusted to be normally b-liter per minute in both cases at the time of bubbling and not bubbling after the change-over of the three-way electromagnetic valve 8. Thus, the flow rate ratio of the A-route and the B-route is changed, the three-way electromagnetic valve 8 of the B-route is changed-over by the humidity detecting equipment 19 and saturation air 11 by bubbling is intermittently supplied to the testing tank 2.
