PROBLEM TO BE SOLVED: To prevent the data of a terminal equipment in a parking lot from being altered by permitting communication only when the terminal equipment is accessed by a manager's ID number. SOLUTION: In the case of collecting the information, e.g. adjustment information of a certain parking lot 4 to be managed, a host device 2 in a maintenance company accesses a network adaptor 7 through a public line 3. A modem 10 receives the access and transfers data from the host device 2 to an MPU 9 through the public line 3. The MPU 9 compares an ID number included in the data with an ID number stored in a memory 8, and when both the ID numbers coincide with each other collects adjustment information for prescribed time from an MPU 6 built in an adjusting machine 5 and sends the collected information to the host device 2 through the modem 10. At the time the MPU 9 stores the ID number and a date executing the collection of the adjustment information in a memory 8 as the application state of a network. Then, the MPU 9 ends the communication and releases the modem 10 from a communication line connected to the public line 3.
