PROBLEM TO BE SOLVED: To impede abnormal rotation (runaway) of an output gear (civil engineering construction machine) by a simple constitution when supply of pressure oil to a piston is stopped. SOLUTION: A check valve 82 interrupts an outflow of pressure oil from a piston to an oil pressure passage 59 even when supply of pressure oil through the oil pressure passage 59 is stopped when a first clutch is switched to a connection condition by moving the piston by high pressure oil guided through the oil pressure passage 59. Since the check valve 82 is interposed, high pressure oil is confined in the oil pressure passage 59. The first clutch thus maintains the connection condition with the piston left as moved toward a mover unit.
