PROBLEM TO BE SOLVED: To make it possible to generate a high-quality video and to move even a point which is not included in a control point polygon by moving control point without causing any phase inconversion even though the movement of control point is large. SOLUTION: By using contour line information, an intra-object point detecting means 1 discriminates whether a point in an image is located on an object or not. An initial control point selecting means 2 selects two initial control points in the shortest distance from a concerned point on the object. An inclusive control point selecting means 3 selects plural new control points for image deformation so as to include the concerned point when a triangle is formed with the initial control points. When the control point for image deformation does not exist, a control point reducing means 4 reduces the control points into two initial control points. A phase non-inversion control point selecting means 5 selects a control point without causing any phase inversion in the case of moving the control point out of the selected control points. According to the movement of the selected control point, an object pixel moving means 6 moves an attentional point by a method such as warp and prepares a new image.
