PROBLEM TO BE SOLVED: To reduce a production cost, and to absorb vibrational energy by shearing deformation of a lead plug while restraining swelling of lead in an elastic rubber layer by arranging a cloth member for surrounding the lead plug between the lead plug and the inside surface of a through hole. SOLUTION: A base isolation material A has a laminated body 3 by mutually laminating a rubber elastic layer and a reinforcing plate in the vertical direction. Flanges 4, 4 are laminated/ adhered on both upper/lower surfaces of the laminated body 3 integrally with the rubber leastic layer. A columnar through hole 5 is bored in the vertical direction in the central part of the laminated body 3. A cloth member 6 is arranged on the inside surface of the through hole 5 of this laminated body 3. A lead plug is inserted/arranged in the laminating directionally long through hole 5 arranged in the laminated body 3 to thereby prevent swelling of lead in the lead plug to the rubber elastic layer side by passing through the cloth member 6 as well as to absorb vibrational energy over a long period by shearing deformation of the lead plug. |
