PROBLEM TO BE SOLVED: To provide an electronic shutter controller and an electronic camera that prevent properly hunting without deteriorating tracking performance to the luminance change of an object. SOLUTION: A discrimination section 15 discriminates whether a current shutter speed is to be maintained, or quickened by one step or slowed down, based on a comparison result of a peak signal value by comparators 11-1, 11-2 and provides an output of a discrimination result to a shutter speed decision circuit 18. A hunting detection section 16 detects whether or not hunting takes place based on a change in a shutter speed by the shutter speed decision circuit 18 or a change in the discrimination result by the discrimination section 15 and informs a detection pulse generating section 17 of it, when hunting takes place. When hunting occurs, the detection pulse generating section 17 generates a detection pulse, whose pulse interval is set longer and outputs it to a peak hold circuit 9, the discrimination section 15 and the hunting detection section 16 and the processing to decide the shutter speed is executed based on the detection pulse.
