PROBLEM TO BE SOLVED: To eliminate possibility of generating a noise or line disconnection by providing a handover means, instruction key for instructing handover, and first functioning means for functioning the handover means according to the operation of the instruction key. SOLUTION: When an operator operates a handover key 38b during a speech, a CPU: 34 executes handover. When a reception level is deteriorated, and a noise is generated from a receiver 32, the operator operates a handover key 38b for changing a base station for establishing a protocol. Even when the handover key 38b is not operated by the operator, the handover is executed when handover success probability is made beyond an arbitrary handover execution value set by the operator. When a reception level with the present base station is made lower than a handover start level, the handover is executed.
