PROBLEM TO BE SOLVED: To make it possible to handle more universal values by correcting a parameter of a bit length shorter than the input of a given arithmetic unit by specific times multiplying this parameter and determining the bit length as the permissible bit length of this arithmetic unit. SOLUTION: The parameter N of the bit length shorter than the input of the given arithmetic unit 30 is multiplied by (r), to the parameter and to make the bit length a permissible bit length of the arithmetic unit 30. In such a case, the input value N is inputted by an input means 10, such as a register. Whether N>=3S/4 (S is 2n) or not is judged by a judging means 21 with respect to the input value N in a first processing means 20. If 3S/4<=N<S, the integer in a range of 2m-n+1/3<=r<=2m-n is selected as a correction term (r) by the judging means 21. If S/2<=N3S/4 is judged by the judging means 22, the integer in a range of 2m-1<=r<=2m-n+2 is selected as the correction term (r) by the judging means 21. The correction corresponding to N is made as Nr by this (r) and is inputted to the arithmetic unit 30.
