PROBLEM TO BE SOLVED: To set a contract of viewing encryption broadcast in detail in the case of applying a pre-paid system to the contract. SOLUTION: An information storage device 2 stores contract information 5 such as a program ID, a start time, an end time, an acceptance time, remaining money and number of times. Receiving an encrypted broadcast signal 300 from a reception means 101, a condition discrimination means 103 uses a contract information read means 107 to read information and to check the signal respectively, thereby discriminating permission/reject of viewing of an encrypted broadcast signal 300. When viewing is accepted, a decode means 105 decodes the encrypted broadcast signal 300 and displays the decoded signal on a display means 106. In this case, a time/number of times/expense acquisition means 104 calculates the total view time and a total number of times and a total expenditure to update the contract information 5 and to write the information 5 to a portable information storage medium 2. A contract information addition means 108 receives additional contract information 260 via a communication means 109 and adds the information to the portable information storage medium 2 as a new contract. |
