PROBLEM TO BE SOLVED: To improve efficiency by making an overall device compact. SOLUTION: This device is provided with a plurality of discharge bodies 3 arranged in lamination. Each discharge body 3 has a substrate 3a comprising a dielectric and electrodes 2 arranged on the substrate 3a. A sealing body 20 is placed between the plurality of discharge bodies 3, and has a recessed portion 20a forming a gas space 1 between it and the discharge body 3. When voltage is impressed between the electrodes 2 from an alternating current source 4, creeping discharges 5 are generated on the surface the discharge body 3.
