PROBLEM TO BE SOLVED: To provide a forming method for a bar-shaped grounding electrode in which conductive material are uniformly filled over a grounding electrode inserted into a vertical hole and the grounding electrode is perfectly covered with the conductive material. SOLUTION: A vertical hole 1 is drilled, a casing pipe is placed in the vertical hole 1, a grounding electrode deformation preventing guide pipe 3 is inserted into this casing pipe, a conductive material 4 formed by mixing a reducing agent, sand, and cement is filled into the casing pipe, and then the casing pipe is removed out of the vertical hole 1. After a hollow-pipe shaped grounding electrode 5 of which many injection holes 6 are drilled in the peripheral wall is inserted into the guide pipe 3, the guide pipe 3 is removed from the vertical hole, aqueous solution containing water or conductive agent is injected through the injection holes 6 with pressure to water-bind the conductive material 4, and volume reduction portion reduced by the water binding of a conductive material filling layer is refilled to completely cover the grounding electrode 5 with the conductive material 4.
