PROBLEM TO BE SOLVED: To provide a quantum bit element structure and a quantum correlation gate element structure in a quantum computer, which can realize quantum bit and quantum correlation gate. SOLUTION: A quantum dot 12 having a quantum level 16 and a quantum dot 14, having a quantum level 18 which is different from the quantum level 16, are provided. The quantum dot 12 and quantum dot 4 are provided close to each other so that electrons are freely movable between the quantum dot 12 and quantum dot 14 through tunnel effect, and moreover only one electron is made to exist there.
