PROBLEM TO BE SOLVED: To simplify circuit configuration and to lighten processing to be performed by a control part. SOLUTION: An external host 11 writes Q matrix data into a register 5. A control part 6 reads the Q matrix data written in the register 5 and writes them into a Q matrix storage part 31. While using the Q matrix data stored in the Q matrix storage part 31, a discrete cosine transform(DCT)/Q processing part 2 quantizes image data outputted from a ME/MC processing part 1 and outputs them to a variable length code (VLC) processing part 3. While using the Q matrix data stored in the Q matrix storage part 31, the VLC processing part 3 applies VLC processing to the inputted data and outputs them to an interface 4 as well.
