PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit that prevents malfunction of an internal logic circuit due to simultaneous operating noise in an output buffer by stopping the operation of the internal logic circuit in the case that the number of simultaneous operations of the output buffer exceeds a reference number. SOLUTION: The semiconductor integrated circuit that provides outputs of a plurality of output signals A (35:0) from an internal logic circuit 1 via an output buffer consists of a simultaneous operation discrimination means 2 that discriminates whether or not number of simultaneously operated signals of the output signals A (35:0) from the internal logic circuit 1 is a prescribed number or over and of a clock stop means 3 that stops input of a clock CLK to the internal logic circuit 1 for a prescribed time when the simultaneous operation discrimination means 2 discriminates number of simultaneous operations more than the predetermined signal number.
