PROBLEM TO BE SOLVED: To identify the user of an IC card more securely by confirming the user by not only a face image, but also handwriting. SOLUTION: This IC card issue system is equipped with a scanner which reads as image data the information of an application form for requesting the issue of an IC card, a data processing part 31 which cuts image data on individual information part of the name, birthday, etc., that the applicant entered into the application form and image data of a face photograph part stuck on the application form out of the image data read by the scanner, and a print control part 34 and a printing mechanism 36 which print the image data cut by the data processing part 31 on the IC card.
