PROBLEM TO BE SOLVED: To avoid the excessive transmission of control frames at the time of large network load and to eliminate the useless standby time oppositely at the time of small network load. SOLUTION: A flow controller 3 placed on a LAN to be accessed by a CSMA /CD system has a counter 12 for counting how many times a flow control packet is issued within fixed time, adaptive controller 11 for performing control for determining a pause value to be set to the control frame to be newly issued corresponding to how many times the flow control packet is issued, timer 13 for periodically clearing the counter each time the fixed time lapses, table 8 for control frame for storing the set of correspondence between a difference in the number of times of control frame issue and the difference of the pause value, and pause value calculator 14 for setting the sum of adding the difference of the pause value provided by referring to this table 8 under the control of the adaptive controller 11 to the pause value of the control frame issued the last time as the pause value of the control frame to be newly issued.
