PROBLEM TO BE SOLVED: To avoid the oscillation of a structure due to a wind load etc., and effectively realize a base isolation function at the time of the occurrence of an earthquake, moreover optionally set the behavior of an elastic region, a yield load, and a plastic region, etc., by simple constitution. SOLUTION: This base isolation device is equipped with a rolling bearing body 4: interposed between a building 2 and the ground 3 and relatively displaced and absorbing vibration energy in a horizontal direction, and a trigger mechanism 7: for damping the vibration energy in the horizontal direction by the combination of a columnar rigid member 5 and a hollow elastic plastic body 6; the trigger mechanism 7 has a lower bush 12 fixed to the ground, and an upper bush 13 arranged on the direct upper part of the bush 12 and fixed to the building 2; the rigid member 5 is fittedly engaged with the bushes 12 and 13, and moreover the elastic plastic body 6 is fittedly mounted on the outer periphery of the rigid member 5 positioned between the bushes 12 and 13, and is fixed to the rigid member 5 at only both ends in an axial direction.
