The heat pump circulation system can be changed over between cooling and heating modes. A first internal heat exchanger (31) and a second internal heat exchanger are provided arranged in an air conditioning housing (33). The first heat exchanger is arranged in this housing (33) on a downstream side of the second heat exchanger (32), and connected in series in relation to the flow direction to the flow direction of the refrigerant. The first heat exchanger is located upstream from the second heat exchanger in relation to the flow direction of the refrigerant during the heating operation. An expansion valve (50) in the heat pump system is controlled in such a manner, that the efficiency with each operation is approximately at max. During the heating operation, a lower limit temp. of air is blown, which emanates from the internal heat exchangers, which are increased in such a manner, that the temp. of the air blown in the passenger compartment is increased, whilst the efficiency is improved. An Independent claim is included for an air-conditioning plant.
