An antifreezing agent with which metal rusting can be inhibited at low cost without posing any new problem. The agent is obtained by melting a mixture of at least one chloride selected among sodium chloride, calcium chloride, and magnesium chloride and trisodium citrate at 100 to 250 DEG C and then drying it.
