PROBLEM TO BE SOLVED: To surely decompose harmful substances in raw water even when the raw water contains insoluble particles. SOLUTION: This device is formed by connecting a feed pump 13 to a raw water tank 11 contg. the raw water 1 through a feed pipe 12 and connecting the delivery port of the feed pump 13 to the lower part and upper part of a treating tank 18 through feed pipes 14 and 15. Flow control valves 16 and 17 are provided to the feed pipes 14 and 15, a diffuser pipe 19 for diffusing ozone 2 into the raw water 1 is furnished at the lower part in the treating tank 18, a filter 20 is mounted to vertically divide the inside of the treating tank 18, a UV lamp 21 is provided in the treating tank 18 to pierce the filter 20, and a pipe 22 for delivering the treated water 3 is connected to the upper part of the treating tank 18. Further, a pipe 23 for discharging the insoluble particles 4 filtered off by the filter 20 is connected to the bottom of the treating tank 18, and a flow control valve 24 is furnished to the discharge pipe 23.
