PROBLEM TO BE SOLVED: To obtain a cover material for farming or gardening, formed out of a vegetable fiber material and a pyrolyzated liquid thereof, excellent in beautiful appearance hardly causing the cloud of dust, having high durability and stability, and, in addition, a flame retardancy. SOLUTION: Moderate caking properties are imparted at the same time that a vegetable fiber material such as a forest product and a cereal by-product are made brown by mixing a water-insoluble matter obtained by regulating the solid content of a pyrolyzated liquid so as to be 35% or less by adding water to the pyrolyzated liquid of the vegetable fiber material. As a result the covering material capable of providing an aesthetic effect not easily scattered by wind, water or the like and excellent in durability is provided. The temperature for hardening the water-insoluble matter is preferably kept at 20-110 deg.C and the time therefor is preferably about 0.1-12 hours. The compounding ratio of the water-insoluble matter to the vegetable fiber material is preferably (10:1)-(10:20) in weight. The ratio of the water insoluble matter: a flame retardant: the vegetable fiber material is preferably 100: (5-40):(10-100) to make the covering material fire-proof, and the covering material excellent in caking properties, flame retardancy and aesthetic harmony is provided.
