PROBLEM TO BE SOLVED: To prepare an external preparation improved in moisture retaining property when applied to skins or the like by including a lipophilicity medicament-including liposome, water-soluble moisturizing agent and a polymer. SOLUTION: This external preparation (pref. a protective agent or therapeutic agent for skins) is prepared by including (A) a lipophilicity medicament(pref. vitamins)-including liposome, (B) water-soluble moisturizing agent (pref. propylene glycol) and (C) a polymer (pref. polysaccharides) existing outside the liposome. The component B is pref. inside or outside the liposome. It is pref. to include 0.001-10 pts.wt. component C and 0.1-10 pts.wt. component B respectively based on 1 pt.wt. liposome membrane component. It is pref. to include 0.0001-0.05 pts.wt. component A, 0.01-0.9 pts.wt. component B, 0.05-0.5 pts.wt. liposome membrane component and 0.005-0.5 pts.wt. component C respectively based on 1 pt.wt. the external preparation.
