PROBLEM TO BE SOLVED: To permit the fixation of a base panel to a decorative panel with a simple work without using an adhesive or screws in laying a floor material for forming a floor surface by laying decorative panels. SOLUTION: A fitting member 4 bent to almost to U-shape having a locking projection 43 at the tip is used, and this is mounted from the rear surface side to a rib of a base panel 2 laid on the floor slab. And the locking projection 43 of the fitting member 4 is pressed in and fitted to the recessed groove 31 at the bottom portion of a decorative panel 3 laid at the surface side of the base panel 2 and both the panels 2, 3 are coupled together.
