PROBLEM TO BE SOLVED: To provide an active water cut-off method for concrete so as to cut off water quickly and securely and provide concrete having the durability without causing its peeling. SOLUTION: A cut-off part of concrete is cut to a thickness of 1 cm, and a small hole is drilled in the concrete by an electric drill to fill cement activator therein. Then, water surface bonding epoxy resin having two liquid property is applied on a surface of the cut-off part to reinforce a bonded face and prepare adhesive, and about 20% of the same epoxy resin is mixed in cement used for cutting off water to cut off water. The cement activator continues to crystallize calcium content contained in water in concrete semipermanently to cut off water in the concrete.
