PROBLEM TO BE SOLVED: To provide a frozen bait crusher so designed as to be furnished with 3rd crushing blades smaller in edge orbital diameter than 2nd crushing blades so as to afford bait chips of moderate sizes as a whole in a mixed state in terms of the size and capable of easily producing a scattering bait floatable over a wide range of sea surface. SOLUTION: This frozen bait crusher has 1st crushing blades 21 fitted as specified intervals axially onto a 1st rotating shaft 14 disposed so as to face in the casting direction of a frozen bait, 2nd crushing blades 25 fitted at specified intervals axially onto a 2nd rotating shaft 12 disposed so as to face is the casting direction of the frozen bait, and 3rd crushing blades 26 fitted axially onto the 2nd rotating shaft 12 alternately to the 2nd crushing blades 25 and smaller in edge orbital diameter than the 2nd crushing blades 25, wherein it is preferable that at least one of the 2nd crushing blades 25 is situated so as to axially deviate from a position standing against a midpoint between any two of the 1st crushing blades 21.
