PROBLEM TO BE SOLVED: To generate a concd. sodium hypochlorite soln. with a miniturized device. SOLUTION: A salt storage tank 2 storing salt and a water tank 3 storing an aq. salt soln. are formed with a partition wall 4 in between, and an aq. salt soln. feed port 21 is formed in the partition wall 4. An electrolytic cell 7 is provided to electrolyze saturated brine from the salt storage tank, and a sodium hypochlorite soln. is delivered into the water tank by the use of the hydrogen gas generated from the electrolytic cell 7. A dil. sodium hypochorite soln. is formed in the water tank and discharged to the outside.
