PROBLEM TO BE SOLVED: To obtain a hydrophilic polyurethane-based resin excellent in adhesion to various kinds of materials as well as excellent in water absorption, anti- fogging property, transparency, flexibility, writability and water resistance of an aqueous ink, blocking resistance and lubricity, and to provide a process for preparing the same. SOLUTION: The objective hydrophilic polyurethane-based resin is obtained by reacting an organic polyisocyanate with a high mol.wt. hydrophilic polyol or polyamine, a polysiloxane compound bearing at least one active hydrogen group in the molecule and, if required, a chain extending agent, comprises a hydrophilic segment and a polysiloxane segment and has a wt. average mol.wt. of 3,000-800,000. The process for preparing the hydrophilic polyurethane-based resin comprises reacting the components above.
