PROBLEM TO BE SOLVED: To hardly allow liquid generated by breaking foam of a foamed hair cosmetic from dripping, to strengthen a tension applied on the hair to be permed into straight one, and to hardly permit hair dye or hair colorant applied to the hair to be excessive. SOLUTION: Teeth rows 3 are formed into a comb shaped on the both sides of a pedestal face, the both teeth rows 3 are enlarged toward the tips, long teeth 4 and short teeth 5 are alternately arranged in the both teeth rows 3 with the teeth tip sides and the teeth root sides set loosely and narrowly respectively, hair cosmetic leakage prevention walls 6 are formed between roots of adjoining teeth 4, 5 of each teeth row 3 on the pedestal face, hair cosmetic leakage prevention teeth 7 are formed between the tips and between the bases of the both teeth rows 3 on the pedestal face, hair cosmetic leakage prevention walls 8 are formed between roots of the adjoining hair cosmetic leakage prevention teeth 7, between roots of the tip tooth 4 of each teeth rows 3 and the adjoining hair cosmetic leakage prevention tooth 7, and between the roots of the base tooth 4 of each teeth row 3 and the adjoining cosmetic leakage prevention tooth 7 on the pedestal face, and hair cosmetic adhesion projections 9, 11 are formed on the pedestal face.
