PROBLEM TO BE SOLVED: To provide a pavement material for surface layers for promenades, etc., containing rice hulls which are agricultural wastes as the main material. SOLUTION: A pavement material used as a surface layer on roadbeds mainly comprises rice hulls, sand and/or sawdust and a specific isocyanate-terminated prepolymer binder, wherein the amount of sand and/or sawdust used is within the range of from 95 to 50% in volume ratio of rise hulls.
