PROBLEM TO BE SOLVED: To provide a frozen bait crusher capable of easily producing a scattering bait floatable over a wide range of sea surface by crushing a frozen bait with a plurality of crushing blades so as to prevent bait chips from staying. SOLUTION: This frozen bait crusher has four crushing blades; that is: a 1st crushing blade 21 has a basal part fitted onto a 1st rotating shaft 14 and a plurality of edges projected at mutually equal lengths from the basal part rectangularly to the axis of the 1st rotating shaft 14, a 2nd crushing blade 25 has a basal part fitted onto a 2nd rotating shaft 12, a 1st edge projected from the basal part rectangularly to the axis of the 2nd rotating shaft 12 and a 2nd edge projected similarly to the case with the 1st edge with the projection greater than that of the 1st edge, a 3rd crushing blade 26 has a basal part fitted onto the 2nd rotating shaft 12 and a plurality of edges projected rectangularly to the axis of the 2nd rotating shaft 12 with the respective projections smaller than that of the 2nd edge and equal to one another, and a 4th crushing blade 30 is of approximately disk-like shape with uneven outer circumference.
