PROBLEM TO BE SOLVED: To improve water permeability, solidity and durability by blending and mixing cement and adhesive synthetic resin at specified rates in a material in which powder and granular crushed stone made of nonmetallic powder and granular fused slug and one kind or two kinds or more of powder and granular rough sand made of single hemp lithology-based rock are mixed. SOLUTION: A road paving material in which 0.8 to 16.0% of cement, 0.2 to 2.0% of adhesive synthetic resin and 2.0 to 20.0% of water are blended and mixed in 62.0 to 97.0% of a material in which nonmetallic powder and granular fused slug which does not include harmful substance exhausted from a refuse incinerator, powder and granular crushed stone made of igneous rock, sedimentary rock and metamorphic rock and one kind or two kinds or more of powder and granular rough sand made of single hemp lithology-based rock are mixed is laid on a road bed and is set. As a result, water permeability can be secured without making a pool on a road surface even at the time of rainy weather, the paved road is provided with both of solidity and durability and a rise in a radiation temperature due to reflecting of the sun in hot summer can be reduced.
