PROBLEM TO BE SOLVED: To surely prevent deformation, breakage, etc., during the carriage even when a body part of the cylindrical members is formed of a soft film body by providing a charging device to charge cylindrical members in a storage part of a returnable container, and a carrying means to carry the returnable container. SOLUTION: A container body 2 manufactured by a container manufacturing device 31 is transferred on a first chain conveyor by a unit of a plurality of pieces. The container body 2 transferred to a downstream end of the first chain conveyor 35 is projected backward by a projecting device 38, and successively transferred on a second chain conveyor 37 extended in a charging device 36. A returnable container 32 is fed backward of the second chain conveyor 37 through a carrying device 42 comprising roller conveyors 40, 41. Each eight container bodies 2 are successively charged in a storage part 45 on an upper end side of the returnable container 32 through a projecting means 48 and an elevating/lowering means 49, and when all storage parts are charged, they are carried to the charging device 34 by a roller conveyor 50.
