PROBLEM TO BE SOLVED: To improve on-ice performance without losing wear performance or wet road performance. SOLUTION: This tire is provided with a tread 1 formed in such a manner that the outer surface of a tread main body 2, at least 20% of its thickness outside being made of a rubber composition blending a slide preventing material, is covered with an outer skin layer 7 made of a rubber composition and having a thickness of 0.5 to 2.0 mm, the rubber composition having blended curing agents containing a thermosetting phenol resin of 15 to 30 pts.wt. with respect to 100 pts.wt. of a rubber component and a phenol resin of 2 to 20% thereof and having hardness of 85 to 95 at a temperature 0 deg.C.
