PROBLEM TO BE SOLVED: To prevent grinding wheel from finely vibrating while holding flexibility by providing tensioners for giving initial tension to a grinding tool holding plate, and elastic members having elasticity in nearly perpendicular direction to the face of a panel on a polishing jig. SOLUTION: Descent is stopped at the height when grinding wheel 1 run against a panel 16 and a grinding wheel holding plate 2 becomes into a nearly flat face. Even under the condition, storing tension is maintained in a steel disc by action of tensioners 5. However the force is macrovisually neutral against polishing pressure, pressure nearly equal to repulsion of springs 8 is generated between the grinding wheel 1 and the panel 16, and hence the polishing pressure is accurately applied by the spring force. Although exciting force mainly due to friction force is added to the grinding wheel 1 during polishing, the holding force of the grinding wheel holding plate 2 is high, and hence horizontal vibration in the relative advancing direction of the grinding wheel 1 and overturning rotational vibration are hardly generated to prevent abrasive grains from falling.
