PROBLEM TO BE SOLVED: To save the chemical to be used for generating the foam in the case of preventing the raise of dust while covering the raw material with the foam in carrying various raw material with a conveyor by supplying the minimum quantity of the foam enough for covering the raw material through a distributing slit within a short time from the generation of foam. SOLUTION: This dust raise preventing device is provided in a junction between an upper stage belt conveyor 1a and a lower stage belt conveyor 1b, and the foam 3 is supplied to a surface of the raw material 2 to be transferred from the belt conveyor 1a onto the belt conveyor 1b, and the raw material 2 and parts of the junction, in which dust is raised, are covered with the foam 3 so as to prevent the raise of dust. The raise of dust preventing device is formed by connecting a foam generating unit 5 to a trap drum 4. In the foaming unit 5, water is led into the foaming unit 5 from a water pipeline 6, and the chemical such as interface active agent is led from a chemical pipeline 7, and an air is led from a low-pressure air pipeline 8, and they are mixed so as to generate the foam 3. The generated foam 3 is supplied from a distributing slit 9 provided in the trap drum 4.
