PROBLEM TO BE SOLVED: To pick up the image of an illegal action at a position close to the site of crime as much as possible while reducing economical burden. SOLUTION: This system is provided with an image pickup means 5, which is provided on an inter-stand ball lending machine 2 adjacently arranged by the side of a pachinko stand 1, for picking up the image around the pachinko stand 1, recording means for recording the image picked up by the image pickup means 5, detecting means for detecting operation related to the illegal action of at least one of pachinko stand 1 and inter-stand ball lending machine 2, and control means for operating the image pickup means 5 of the inter-stand ball lending machine 2, where the illegal action is detected, and the inter-stand ball lending machines 2 within the fixed range with that inter-stand ball lending machine as a center and respectively recording images from these plural image pickup means 5 through the recording means while receiving an output signal from the detecting means when the illegal action is detected.
