PROBLEM TO BE SOLVED: To improve the adhesion of coating on the surface of a panel, to prevent impairment of the surface of the panel due to the impact in transportation and execution of work and, in addition, to make the surface of the panel have a surface texture of a natural tone such as a stone cutting tone and a parting plane tone, by surface processing. SOLUTION: In this device, a cutting part formed by providing a plurality of edge tools 10 in the circumferential direction of a rotary roller 9 is disposed opposite to the surface of a lightweight cellular concrete panel 3. The edge tools 10 of the cutting part and the lightweight cellular concrete panel 3 are moved relatively by rotating the rotary roller 9 and the surface of the lightweight cellular concrete panel 3 is peeled off by the edge tools 10.
