PROBLEM TO BE SOLVED: To provide a structure, a control device and a control method capable of easily controlling a flap. SOLUTION: A bridge girder 1 has an axially rotatable flap 2 laterally provided along a bridge axial direction, a control device for controlling the inclination angle of the flap 2, and a flap drive device 23 (drive means) for driving the flap 2 on the basis of a control signal from the control device. In this case, the flap 2 and the bridge girder 1 are connected to each other via rubber plates 3 (flexible member). Two rubber plates 3 are used so as to clamp the fairing 1a of the bridge girder 1 and the flap 2, both ends of each plate 3 being fixed by with an adhesive.
