PROBLEM TO BE SOLVED: To reduce the execution cost, and shorten the execution period at the same time. SOLUTION: In an anchoring structure, a gripper 16 for holding the tension is fitted to a head part of an anchor member 13 to be anchored in a drilled hole 11 provided in a rock 10 through an anchor plate 14. The anchor plate 14 is a disk-like steel flat plate, and a container-like steel form part 18 is integratedly fixed to its outer circumferential edge. An opening end 20 side of the form part 18 is located on the rock 10 side, and formed circular. A flexible seat part 24 is provided on the opening end 20 of the form part 18. A pouring port 28 to pour a grout therefrom is provided in a space 26 demarcated by the container-like form part 18 and the seat part 24 so as to pierce the form part 18. A grout hardened body 30 in which the poured grout is hardened is formed in the space 26.
