PROBLEM TO BE SOLVED: To create inhabiting environments of aquatic animals and plants and to purify water by forming a material by a vegetation base body greening and protecting a bulkhead and a water holding sheet making a high polymer water absorbing body arranged on the lower surface as a part or all the of the material. SOLUTION: On a slope 1, a water holding sheet 2 of a greening revetment material 7 is laid. On the upper surface, a vegetation base body 3 is laid so that a bag-shaped part 4b of a net body 4 may be along a contour line. Next, an anchor bolt 8 is driven and fixed at a prescribed portion of the revetment material 7. Because fiber-shaped high polymer water absorbing body in the water holding sheet 2 sucks water by its own water absorbing force when a prescribed period elapses, moisture is easily secured, plant seeds 6a, stem and leave parts and stubs which are filled into the bag-shaped part 4b are germinated/rooted and greening on the slope 1 is contrived. Further, washing digging/collapse of a surface due to rainwater and flowing water is prevented. Further, because the bag-shaped part 4b is projected to an upper surface of a base material 4a the slope 1 is pressed by weight of stone to be an aggregate of a vegetation base material 6a. As a result, a large-scaled equipment is not required and cost can be reduced.
