A magnetoelectric machine, comprising a rotor, said rotor comprising a body made of non-magnetic material and poles arranged in it and annular magnetic circuit made of m-metal with permanent flat magnets there between and non-magnetic bridges between magnets, characterized in that the rotor body (1) is provided with the magnetic circuit (2), the poles (3) and the permanent magnets (4) positioned concentrically to its axis in holes (5) opened from at least one housing end, wherein each hole is formed by circumferential planes of recesses (10) of magnetic circuit stacks and poles, the radial and face walls of each hole with bridges are made of non-magnetic materials, on one of the housing faces radial slots (7) are equiadistantly spaced over the circumference, the rotor is provided with means of its connection to a shaft (19), to a flywheel (16) or to a body of another rotor in a multi-stage arrangement, and the permanent magnets are fixed in open holes with easily-consolidating material (15) or positioning the rotor in the machine with overlapping of holes for magnets with mating end surface of the flywheel or another body of a rotor in a multi-stage arrangement. 2. The machine as claimed in claim 1, characterized in that the rotor body is formed by casting of the magnetic circuit stacks and poles with non-magnetic metal, such as aluminum, magnesium, zinc and/or alloys thereof, having corresponding properties or with a synthetic material. 3. The machine as claimed in claim 1, characterized in that the rotor is formed in a multi-stage arrangement comprising a number of the rotor elements each of which is provided with a set of magnetic circuit, pole and magnets (2, 3 and 4), one-stage or multi-stage, for example, two sets in one body (two-stage) or with a combined set of bodies, assembled in a pack with common fixing means, studs for example, or connecting one element to another. 4. The machine as claimed in claims 1 to 3, characterized in that the magnetic circuit is positioned inside the rotor having a main aperture with grooves mating the grooves of the shaft of the machine. 5. The machine as claimed in claims 1 to 3, characterized in that the magnetic circuit is positioned outside the rotor and having a main aperture for fastening bolts to the flywheel (8) of the machine or to another element of the rotor in a multi-stage arrangement. 6. A method of fabricating a magnetoelectric machine as claimed in claim 1, characterized in that sets of circular magnetic circuits (2), and poles (3) with arch-like technological bridges (9) and straight-line recesses (10) are cut from a strip, the length of each recess is equal to the length of flat permanent magnets (4), assemble each set into a pack, the thickness of each of them exceeds the width of said rotor magnets, mating the recesses on each pack, put both packs into a fixed half die (11), fixing their recesses on corresponding sides of die cast magnet imitators (6), then cast the fixed packs with non-magnetic material cooling it to crystallization, after which the body with packs and holes in it is removed, technological bridges (9) are machined off and permanent magnets are inserted into the body holes, the rotor body is mounted onto the shaft (19), in the flywheel (8) or connect it to the body of another rotor of a multi-stage arrangement, positioning open holes of the body to the mating flywheel end or another rotor element and fixing it thereon or fixing magnets in holes with easily-consolidating material prior to putting the rotor on the grooves of the machine shaft. 7. A die cast for casting a rotor of an electromagnetic machine with a non-magnetic material, the die cast comprises a fixed (11) and movable (12) half die with ducts for filling a die working cavity with a liquid material and removing air from it and cooling said material to crystallization and a means (13) of pushing the body from the cavity using a set of flat springs (14), characterized in that the die cast is designed with equally-spaced stems along the circumference, a plain and oval part of them (18) is pressed into the plate (11) of the fixed half die according to the position of holes for magnets positioning console rectangular areas (6) imitating magnets and fixing packs in the working cavity of the die cast as well as radial marks forming grooves in, at least one, rotor body end.
