PROBLEM TO BE SOLVED: To easily and accurately convert signals with a high crest factor which change with time to an effective value by processing input signals at the preceding stage of an effective value converter and determining the effective values of electric signals which change with time. SOLUTION: A measuring device 4 includes an amplifier 14, an ADC 16, a compensating circuit 18, an effective value conversion computer 20, and a display part 22. Input signals to be measured which change with time are amplified at the amplifier 14 of a non-linear transfer function, and the digital sample of its output is obtained at the ADC 16. Then the non-linear transfer function is compensated for at the compensator 18, and effective values are continuously obtained at the effective value converter 20. Therefore, by amplifying input signals which change with time by the non-linear transfer function, in other words, gain with a plurality of inclinations according to the amplitude of the input signals, it becomes possible to restrict the dynamic range of the effective value converter 20. Therefore, even if the input signals are in a pulse shape with an especially high crest factor, it becomes possible to measure them easily and accurately.
